A strong transportation network is critical to the functioning and growth of the American economy. Our Nation’s people depend on the transportation network to move the goods that we produce and facilitate the movements of the workers who are responsible for that production. When the Nation’s highways, railways, and ports function well, they connect people to jobs, increase the efficiency of delivering goods and thereby cut the costs of doing business, reduce the burden of commuting, and improve overall wellbeing. PHMSA’s 2022 CAAP will focus on research and development (R&D) that will support Executive Order 13985, Advancing Racial Equity and Support for Underserved Communities Through the Federal Government and Executive Order 14008, Tackling the Climate Crisis at Home and Abroad. Specifically, PHMSA’s projects will focus on mitigating climate change by advancing the safe transportation of hydrogen, as well as limiting the risk posed to socially vulnerable communities from aging cast iron pipelines. Furthermore, PHMSA is looking to advance equity by encouraging the participation and partnership with Minority Servicing Institutions (MSIs) in the CAAP. Also, PHMSA is currently expanding its outreach efforts to serve MSIs and conducting a gap analysis to identify MSIs and their research capabilities.
