NOTICE OF FUNDING OPPORTUNITY (NOFO) Fiscal Year (FY) 2027 Department of War (DoW) Defense University Research Instrumentation Program (DURIP)
DURIP is designed to improve the capabilities of accredited United States (U.S.) institutions of higher
education to conduct research and to educate scientists and engineers in areas important to national defense, by
providing funds for the acquisition of research equipment or instrumentation. For-profit organizations are not
eligible for DURIP funding. We refer to eligible institutions of higher education as universities in the rest of
this Announcement.
AFOSR/ONR awards will take the form of grants. FOR ARO SUBMISSIONS ONLY, awards will take the
form of grants and/or cooperative agreements. Any assistance instrument awarded under this Announcement
will be governed by the award terms and conditions that conform to DoW’s implementation of the Office of
Management and Budget (OMB) circulars applicable to financial assistance. Terms and conditions will reflect
DoW implementation of OMB guidance in 2 CFR Part 200, “Uniform Administrative Requirements, Cost
Principles, and Audit Requirements for Federal Awards.
