Time and Effort (T&E) Certifications on Research Grants and Contracts for SPRING 2022
Due Date to complete T&E certifications by PIs of all research grants and contracts:
September 15, 2022
As you know, time and effort certification is a federal agency and institutional requirement for all funded research grants and contracts. The NJIT policy on Time and Effort Reporting and Certification is posted on the research website https://research.njit.edu/research-policies.
The SPR 2022 certifications are now available for review and completion on the Effort Module. Anyone (faculty, staff, or student) who received grant funded compensation between December 26, 2021 through May 14, 2022 will have a certificate.
All current certifications will need to be completed by September 15, 2022.
The online system and training materials on how to navigate the system can be found through the NJIT pipeline (Link: https://portal.njit.edu/) > Faculty/Staff Services > Research Services > Effort Certification | Information.
-The “Effort Certification” link will take you to the online system and reports for your review.
-The “Information” link will direct you to the following:
https://research.njit.edu/time-and-effort-certifications (Scroll to the Time and Effort Certification section.)
Instructions to view reports:
Once you enter the Effort Certification module discussed above, there are two screens that need to be reviewed for Time and Effort certificates. It's possible to have certificates under one or both of the tabs, so please make sure to check both tabs.
The first tab, "Certify My Effort," is to certify your own personal efforts.
The second tab, "Review or Certify Reports," is for others working on the research project(s).
While your own report will automatically appear when you login, additional steps need to be taken to show the certificates of others.
To navigate to the certificates for those working on your research project(s), once you click on “Review or Certify Report” tab use “Advanced Search” and then
1. Select or enter “1” for Chart of Account (COA) code
2. Select or enter “SPR2022” for the Effort Period code
3. Click on the “Go” button: It will then list the grants for which certifications are required.
Please ensure that the information populates, or you will not get any results. The system does not currently allow us to remove previous certification periods from the dropdown, please make sure to select the correct period.
We strongly encourage PIs to review the training material particularly the training navigation video and PowerPoint presentation below. This provides instructions, how to understand the report data, and the criteria PIs need to enter to access certifications for their staff/students.
If there are any questions, please send an email to timeandeffort-group@njit.edu.

Department of Energy Awards Over $540 Million for Green Tech Research: The Department of Energy announced a new influx of funding Thursday for clean energy technology research at universities and National Laboratories to pursue low-carbon energy solutions. “Meeting the Biden-Harris administration’s ambitious climate and clean energy goals will require a game-changing commitment to clean energy—and that begins with researchers across the country,” said Secretary of Energy Jennifer Granholm. “The research projects announced today will strengthen the scientific foundations needed for the United States to maintain world leadership in clean energy innovation, from renewable power to carbon management.” Some of the institutions that received funding include Case Western Reserve University in Ohio, Dartmouth College in New Hampshire, the National Renewable Energy Laboratory in Colorado, and the Ames National Laboratory. Over $400 million of this money is slated to go toward the department’s existing Energy Frontier Research Centers which work to innovate new energy tools and technologies, as well as work to advance a new collaborative scientific workforce. Another $140 million will be allocated to the 53 projects within the Chemical and Materials Sciences to Advance Clean Energy Technologies and Low-Carbon Manufacturing funding program. This initiative focuses on producing carbon-capture technologies to halt greenhouse gasses from entering the atmosphere.

Advisory Board Sends Critical Infrastructure Cyber Recommendations to the White House: Members on the National Security Telecommunications Advisory Committee voted on Tuesday to send a new information technology impact report to President Joe Biden and reiterated its mission commitments to security compliance and fortified critical infrastructure. The report, which focuses on the security risks involved in the convergence of operational technology and information technology across digital systems, was ultimately approved unanimously to head to the executive branch. “As information and communications technologies become ever more critical to our daily lives, how we set security requirements, through compliance with those requirements, and communicate that proof to users and regulators, is of great concern,” NSTAC Vice Chair Scott Charney said during a press call on Tuesday. More information is posted on the NextGov website.

The Networking and Information Technology Research and Development Program: Federal researchers are looking for updates and feedback on a video analytics initiative regarding ethical technology development, as government agencies plan to incorporate more artificial intelligence research and systems into their operations. The Networking and Information Technology Research and Development Program, a federally-funded research organization that specializes in advanced information technology solutions, issued a request for comment on its updated guidance on federal computer vision and AI technology research. Originally published in March 2020, the NITRD’s Federal Video and Image Analytics Research and Development Action Plan is open to public comments and suggestions on how to improve the plan’s key pillars to bridge noted gaps in federal research investment, particularly surrounding the incorporation of responsible AI. Question: Can I generate budgets for multiple years from the Year-1 budget in Streamlyne?
Answer: Yes! You only need to input the Year-1 budget and then click on the “generate all periods” button. Stremalyne will create budget sheets for the remaining periods. You can then go to “summary” under the budget tab to review budget sheets for all periods. You can also change specific budget items that you allocated in Year-1 but you do not want to continue them in the following periods.
