This policy provides guidelines for the research security training requirements for sponsored projects for all senior and key personnel at the New Jersey Institute of Technology (“NJIT”) that extend beyond the general responsible conduct of research (RCR) training detailed in Research Policy 1.2.
Policy Purpose
The purpose of this policy is to outline the research security training requirements and internal process for NJIT personnel involved in sponsored projects.
Policy Scope and Applicability
This policy is in effect for all units of NJIT and applies to all sponsored projects.
Definitions
The following definition shapes the guidance regarding required training:
The CITI Research Security Training (Combined) is a condensed and combined version of the National Science Foundation’s more extensive Research Security Training. The course contains the current SECURE Center Consolidated Training Module (CTM), designed to meet all of the Research Security Training requirements of the CHIPS and Science Act. NSF, NIH, DOE, DOD, NASA, and USDA all recognize completion of the CTM as being compliant with their respective research security training requirements. The module is presented in an interactive manner and includes an introduction to research security, the importance of disclosure, risk mitigation and management, and international collaboration. The CTM also satisfies NIH’s other support disclosure training requirement since it includes content on the importance of disclosure. This training is expected to take approximately one hour.
Policy Statement
All senior and key personnel included in a sponsored project must complete the required training annually. This annual training must be completed within 12 months of a proposal submission date and any personnel joining a project will be required to take the training before they can be added to the project. The training requirements will be updated regularly in response to need and changes in regulations. Currently, federal agencies set expectations about training and policies separately, and this policy aims to be broad and apply to all agencies.
Additional training may be required based on sponsor requirements.
