The primary goal of the Space Weather Research-to-Operations-to-Research (SWR2O2R) program is to support applied research and application space weather projects which aim to improve space weather forecasting and decision-making capabilities and are responsive to space weather user needs, NASA priorities, and national space weather needs. SWR2O2R strongly encourages proposals that are co-designed by researchers and the intended user of the SWR2O2R project’s outcomes. This engagement and relationship building early between the researcher and eventual space weather user increases the likelihood of successful transition to operational use. The SWR2O2R Program Element solicits two-year projects which will advance at least two Readiness Level (RL), starting from no lower than RL 2, by the end of the 2-year period of performance (See Section 3 for details). The SWR2O2R program element encourages interdisciplinary project teams that incorporate social, human factor, behavioral, economic, or other relevant scientific fields. An example of such collaboration would be the use of economic analysis of impacts of space weather on precision agriculture. SWR2O2R is a component of the Heliophysics Research Program and proposers interested in this program element are encouraged to read ROSES B.1, The Heliophysics Research Program Overview, for Heliophysics-specific requirements. Common requirements for all ROSES elements and proposals are found in the ROSES2025 Summary of Solicitation and the NASA Grant and Cooperative Agreement Manual (GCAM). The order of precedence for these documents is the following: This document, ROSES B.1, ROSES Summary of Solicitation, and the NASA GCAM. Proposers to this program element must be familiar with all these resources as they may describe requirements that are not discussed in this document.
