Office of Research Staff Appointments
We are very pleased to announce the following promotions and appointments of Office of Research staff to support the NJIT research enterprise.
Director of Pre-Award Services: Jesus Novoa has been appointed as the Director of Pre-Award Services. Jesus has the responsibility for overseeing and managing all administration, workflow, and systems related to pre-award services across multiple platforms and formats. Acting as System Administrator to the Streamlyne platform encompassing a multitude of pre-award functions. Consolidating Pre-Award data from multiple sources and systems to develop consistent reporting and analytics enhancing efficiencies for pre-award processes.
Assistant Director of Sponsored Research Administration: Iris Pantoja has been appointed as the Assistant Director of Sponsored Research Administration. Iris has the responsibility for proposal submission services to MTSOM, HCoAD, and institutional-level proposals not associated with academic units. She also performs pre- and post-award administration for several high profile and high value projects including collaborations between NJIT and NJII, all projects related to Picatinny Arsenal, and NJ ACTS.
Senior Director of Sponsored Research Management and Finance: Mariel Diaz has been appointed as the Senior Director of Sponsored Research Management and Finance. Mariel has the responsibility for overseeing the financial administration and accounting related to all sponsored research at NJIT. She will be responsible for developing and maintaining effective and efficient policies, business processes, tools, and technology to sponsored research financial administration and compliance at NJIT.
Assistant Director for Post Award Management: Brenda Garcia has been appointed as the Assistant Director for Post Award Management. Brenda has the responsibility for financial management oversight and monitoring for sponsored research awards. This includes financial reporting, audit management, research accounting, and compliance. This position works closely with the financial and administrative units throughout the university.

House Science Committee Ponders Ways to Strengthen U.S. Semiconductor Industry: The supply chain woes of the industry have been on full display during the pandemic. From automobiles to cellphones, smart household appliances to electronic toys and games, consumers have discovered things that they want to purchase are simply unavailable, whether because of shipping bottlenecks, semiconductor plants closed by climate events or workers sheltering at home, among other factors.
The problem is exacerbated by a lack of U.S. chip manufacturers. In 1996, 37% of the world’s semiconductors were manufactured in the United States; by 2019, it had fallen to 12%. That statistic and other equally depressing figures were often cited by the witnesses called to testify at the hearing. “In 2000, more than 25 companies built chips – now it’s three, and Intel is the only one left in the U.S.,” said Ann Kelleher, executive vice president and general manager of technology development for Intel Corp. She pointed out that Asian countries have been investing in manufacturing for decades. More information is posted on the NextGov website.

Infrastructure Law’s Digital Equity Goals Are Key to Smart Cities that Work for Everyone: The Infrastructure Investment and Jobs Act signed into law by President Joe Biden on Nov. 15, 2021, differs from past infrastructure investments not only in its size but also its emphasis on addressing long-standing and persistent racial injustice. This major investment comes at a time when smart-city initiatives, which aim to use technology to make cities more responsive to their residents’ needs, are growing more common around the world. Smart cities are made possible by high-speed internet connections. They rely on big data, algorithms and the internet of things to better serve their increasingly diverse communities. For example, smart cities might use data collected from wireless sensors to predict the number of buses that need to be in circulation at a given time of day to reduce wait times. The hope is that expanding the use of technology will allow smart cities to adapt services in real time to the changing needs and preferences of residents. However, spotty broadband access in many communities in the U.S. has led to concerns that reform efforts that focus on technology, such as smart-city initiatives, could reinforce existing social inequality. NIST Asks for Input on Emerging Tech Trends and Risks for Congressional Study: Looking to push the development of future-facing technologies and fulfill a congressional mandate, the National Institute of Standards and Technology asked interested individuals to weigh in on current trends and impending demands associated with eight of the buzziest emerging technology areas. Those areas, listed in a new request for information, include: artificial intelligence, internet of things in manufacturing, quantum computing, blockchain technology, new and advanced materials, unmanned delivery services, internet of things and 3-D printing. NIST specifically intends to gain feedback through the RFI on the “public and private sector marketplace trends, supply chain risks, and the legislative, policy and future investment needs” of the on-the-rise capabilities. House Passes Build Back Better Act: Following weeks and months of negotiation, as well as last night’s record-breaking “filibuster” by House Minority Leader Kevin McCarthy, the House passed the Build Back Better Act (BBBA) by a vote of 220-213. After analyzing the bill, the Congressional Budget Office (CBO) said it would increase the deficit by more than $367 billion over 10 years. However, that estimate does not include the revenue that could be generated by increasing IRS enforcement, which the CBO suggested would be about $207 billion. This “scoring” of the legislation was a key request of several House moderates as they weighed whether they would support the bill. Among many provisions, the $1.75 trillion bill includes:
- Free universal pre-school programs for all three- and four-year olds
- Four weeks of paid family and medical leave
- Extends the expanded Child Tax Credit and Earned Income Tax Credit
- Increases the maximum Pell grants by $550 and expands access to DACA recipients
- A combined $300 billion for home and community based services, as well as construction of new housing
- Workforce development and supply chain investments
- Provides State ad Local Tax deduction (SALT) relief
- Allows Medicare to negotiate the cost of prescription drugs, establishes a $35 out-of-pocket maximum for insulin, and creates a new $2,000 out-of-pocket limit for seniors’ expenses in Medicare Part D
- Extends the expanded Affordable Care Act Premium Tax Credit
- Permanently extends the Children’s Health Insurance Program (CHIP)
- Expands Medicaid coverage to cover hearing services
- Provides support for environmental and climate justice policies
- Provides $21.5 billion for grants and loans in electric vehicle investments, as well as approximately $300 billion in clean energy tax credits
